Recycling economy refers to the realization of sustainable development of social and economy as well as the harmonious co-existence of social economy system and natural eco-system with less energy consumption and environment cost by promoting resource utilization mode transfer from "resource-product-waste" to "resource-product-waste-renewable resource", adhering to the principle of "reduce, reuse and recycle" (3R Principle) and centered around increasing resources' utilization.

CPC Central Committee Decision on Several Major Issues Concerning Constructing Socialist Harmonious Society adopted on the 6th Session of the 16th CPC Central Committee highlighted: We should optimize industrial structure, develop recycling economy, popularize clean production, save energy and resource, wash out backward process and productivity according to law, and control environmental pollution from the origins.

Report on the Work of the Government adopted in the 5th Session of the 10th NPC Conference also highlighted: We should strengthen the comprehensive utilization of resources and clean production, and vigorously develop recycling economy and energy-saving environmental protection industries.
