Environment is a basic element supporting for a sustainable development of social and economy, and also is our homeland where all of us survive. The enhancement of environmental protection and construction and trying every means for our people to drink clean water, breath clean air and eat healthy food are the basic requirements for educating and implementing the scientific development concept as well as the material presentation of 'human first' idea. All members of the society shall unremittingly love the environment, protect the environment and construct the environment so as to reach our goal of harmonious development between human and nature.

We will place energy saving and emission reduction as our main task in current macroscopic readjustment and control, as the cut-through of adjusting economic structure and converting growth ways and as the major measure of implementing scientific development concept and building harmonious society; our sense to this issue and our responsibility for this issue need to be further enhanced together with great efforts and practical work so as to realize the energy saving and emission reduction target set forth in the Eleventh Five-Year Plan as well as the government's commitments to its people.
